The Pedestrian Electro-bastard Ray is a powerup that will zap any pedestrians near to the user's vehicle.
In Carmageddon, Carmageddon II and Carmageddon for the PlayStation, it's a ped item that lasts 30 seconds. Whenever a pedestrian is noticed near the car, a lightning bolt will automatically come out of the car and zap the pedestrian, killing it. These rays come out until the powerup's time is up. The rays may wait for some frames before zapping, to make sure that there are no other pedestrians nearby, because if there are, it'll try to zap more than one at the same time.
In Carmageddon: TDR 2000, the electro-bastard ray is an item with 20 uses that zaps and kills all nearby pedestrians when used. Only one ray is sent at a time, but it travels between pedestrians, killing them as it goes. If there are no pedestrians nearby, it has no effect, and will not waste a use.
